A quick way to find candidates

Search Google for "[specialty] doctor in [city]." Ignore results marked as sponsored, then inspect a few well-ranked organic results. The creator's name sometimes appears in the footer.

That is a lead, not proof. The vendor credited in the footer may no longer manage the site; their credit may also only cover the design. Contact the practice or the agency and confirm their actual role.

Warning signs

Rule out a promise of a "guaranteed first spot," hundreds of generated pages with no local data, or a subscription that leaves the client with no access to the site. Also be wary of an SEO quote with no research, no writing, and no measurement built in.

A single page may be enough to test a one-off offer, but it rarely amounts to a sufficient structure for several services and several local intents.
